Outer Harbor
Trail
The Outer Harbor Trail project, when completed in the fall of
2004, will consist of a 2.5-mile Class I bicycle/pedestrian path
from the DL & W Terminal at the foot of Main St. to the west
side of Fuhrmann Boulevard in the City of Buffalo. It will connect
the Niagara Frontier Transportation Authority’s Small Boat
Harbor with Lighthouse Park, situated at the mouth of the Buffalo
River.
This proposed 2.5-mile
trail will provide an initial spine to what will eventually be
numerous secondary trail links to the water’s edge as land
is developed within the Outer Harbor area.
In addition, the trail
will further what will eventually be a continuous bicycle/pedestrian
path along the Lake Erie shoreline in Erie County. Numerous segments
are being planed with some already constructed in the Towns of
Brant, Hamburg, and the City of Buffalo. This path will also serve
as a connection to the Riverwalk, which runs from the DL &
W Terminal along the Niagara River to the Erie Barge Canal. The
trail will traverse land owned by the NFTA and the City of Buffalo.
Outer Harbor
Greenbelt
The purpose of the Outer Harbor Greenbelt Project is to develop
a focused, long-term, cost-effective and environmentally sound
remediation plan for a property that envisions a greenbelt along
the Lake Erie shoreline providing public access to the waterfront.
The Outer Harbor Greenbelt will function as a regional attraction
for recreational, open space use and is intended to serve as a
catalyst for other types of development along NFTA waterfront
property. Additionally, the Greenbelt will compliment other NFTA
projects (such as the Outer Harbor Trail) planned in the general
project area, as well as projects that have already been implemented.
This Outer Harbor Greenbelt
project area forms the western edge of the NFTA’s overall
120 acre Outer Harbor site. The brownfield remediation focuses
on an area along the Lake Erie shoreline beginning at the Pier
Restaurant, heading south -- including the area on the south side
of the Bell Slip -- then extending out to include the proposed
shore protection acreage. Details include:
- A project area comprising
18.8 acres that includes the soil/land remediation area and shore
protection/stabilization area.
- Shoreline (approximately
75 feet ) protection for the waterfront areas to be provided,
as determined by the property slope.
- Green space (approximately
75 to 100 feet) with a Class I bicycle/pedestrian path, linked
to the Outer Harbor Trail.
- Lakefront access
(Approximately 3,350 feet. )
- Parking considerations.
Development Proposals Sought for Buffalo's Outer

to redevelop Buffalo’s Outer Harbor, the Niagara Frontier
Transportation Authority, the Empire State Development Corporation,
County of Erie, City of Buffalo and the Buffalo Niagara Enterprise
have joined forces to release a Request For Qualifications document,
specific to the development of 120 acres of NFTA owned Outer Harbor
property on the Lake Erie shoreline.
